In 2017, YouTube changed their Partner Program (YPP) policy on ad revenue sharing, so that in order to make money from AdSense on YouTube, a channel needs to have over 1,000 subscribers and at least 4,000 public watch hours to be eligible to sign up for YPP. This year they added an option for Shorts that requires 1,000 subscribers and 10 million public Shorts views in the last 90 days.

With millions of hours of video being uploaded each day and a continual stream of channels being created, it is much harder to make money from ad revenue on the site. Even after becoming eligible, and due to the number of views and watch time required, strict rules around copyright violations, viewers skipping ads, and ad blockers, the revenue a YouTuber makes might not be that much for smaller channels. However, there are other methods to earn money on YouTube besides the YouTube Partner Program.
